The difference is that UT2004 has cars (My favourite would have to be the Scorpion) and UT2003 doesn't. I have UT2003 and I might get 2004 for my birthday. So far I only have the demo.

uh difference also FROM UT2003 and UT2004 is Assault mode was taken out of UT2003, but put back in UT 2004 and also the new Onslaught mode that is introduced in UT2004, as well as the cool new vehicles.

i know how to activate cheats by pressing a single key i did it with the origional ut(which i still think is the best) just open i think its user.dll or something like that when you get to a letter example e=god there when you press the e button in the game you will be god(im not sure of the cheats for 2004 so im using ut origional) but be careful if you mess up and save you will screw up the game
